Where you are born shapes what you can become more decisively than almost any other single factor. This is true at the international scale — the gap between the life chances of a child born in Norway and one born in Malawi is enormous and largely determined by geography. But it is also true within countries, within cities, and in some cases within neighbourhoods. The address on the envelope determines, in probabilistic terms, a great deal about the trajectory of the life inside.
Researchers studying economic mobility in the United States have found that the county of birth is among the strongest predictors of a child's eventual economic position. Children born in some counties show much higher rates of upward mobility than those born in comparable economic circumstances in others. The differences are not random. They correlate with school quality, with social capital, with the availability of economic networks, and with the physical characteristics of the built environment.
The philosopher Elizabeth Anderson has argued that a defensible theory of equality must be primarily concerned not with equalising distributions but with eliminating oppressive social relations. On this account, the problem of geographical inequality is not just that some places have less — it is that the sorting of people into places reproduces and entrenches the social hierarchies that a democratic society is supposed to transcend.
The political difficulty of addressing geographical inequality is considerable. The people with the most political power tend to live in places that benefit from existing arrangements, and their interests — in property values, in school quality, in the character of public space — often align against the changes that would most benefit those with the least. This is not conspiracy. It is the ordinary operation of self-interest in a system where political power tracks economic position.
Understanding this does not dissolve the problem, but it does clarify what any serious attempt to address it would require.
