The new General Traffic Regulation approved by the Council of Ministers aims, according to the government, to protect "vulnerable road users". From now on, riders of electric scooters will face several new obligations under the updated rules.
Helmets will be mandatory. On single-lane roads in each direction — so-called conventional roads — drivers must always stay in the correct lane and leave more than one metre of lateral distance between bicycles or mopeds and cars.
Personal mobility vehicles (known in Spain as VMP) must keep their lights on whenever in use, and especially when riding on professional roads or sharing space with cyclists. Wearing a reflective vest is also compulsory when riding at night or outside urban areas.
The new legislation also affects bicycle riders. All must carry the same type of lights and, where applicable, wear a reflective vest in poorly illuminated zones. Children under sixteen who ride a bicycle without a helmet will be considered in breach of the rules.
